Pakistan does not have a regulatory framework that specifically governs ride sharing/transportation networks. The overarching law governing mass transit/transportation including the registration of motor vehicles, licensing of drivers of motor vehicles and traffic control is the Motor Vehicles Ordinance, 1965. This law has been separately adopted by all four provinces of Pakistan. Therefore, through its provincial enactments, its provisions are applicable across Pakistan.
It is pertinent to mention that each province has its own Transport and Mass Transit Department that has the power to formulate and issue its own provincial policy and notifications as well as propose amendments in the laws and regulations in connection with mass transit/transport. For example, the Punjab Mass transit Authority (PMA) is a statutory body established by the Punjab Government. Its mandate includes the planning, construction, operation and maintenance of mass transit systems in Punjab’s major cities with a view to providing a safe and efficient mass transit/transportation system.
